Peter learns from his Uncle Joab that the Scarab's enemy, Ramon Royale, who had tried to kill the Scarab in order to obtain a Scarab statuette, has escaped from his cell in Cairo, Egypt, thanks to the efforts of a German criminal gang. This gang tells him that they are attempting to turn the Egyptian people against the United States, and they want him to obtain the Scarab statuette from Ward at all costs. They do, but Ward follows them to Cairo, confronts and overcomes them, and ends Royale's attempt to arouse the Egyptian people against the U.S..
