Tarzan gathers local chieftans for a vote on allowing Arab traders to supply the tribes with rifles. During the conference, Chief Katumu dies of natural causes. His witch doctor, Faloka frames Boy's waterbuck for the death. Tarzan resolves the matter with a trial by combat between Faloka and the waterbuck.
