Jim Hornsby works as a clerk in his father's office, unaware that District Attorney Hornsby would never approve of his secret life as the daring Black Cobra. When the Professor and Hugo attempt to steal evidence needed to convict the Hell Gang, the masked vigilante springs into action—first stopping a robbery at the courthouse, then battling the villains at a mountain ambush, and finally confronting them at the Professor's hideout to recover the records before they're destroyed. Though the evidence reaches the trial just in time and the Hell Gang leaders are recaptured after a rooftop chase, the Professor and Hugo remain at large, setting the stage for future battles.
