In 1948, the Summer Sisters are targeting “Big Boy” Caprice’s operations for Lips Manlis, bringing things dangerously close to another gang war. While Patton remains hospitalized, Tracy sets young detective Sam Ketchum straight on attitude and takes him into the investigation of the Summer Sisters. The trail leads to a connection with Nazi Germany, causing Tracy to have a WWII flashback of Carl Climer torturing a German prisoner for information. Sam makes a discovery prompting Tracy to head for Germany in pursuit of Noffel, a Nazi spy who’s just left the US.
