A WWII flashback establishes Carl Climer of the British Army under the command of American Dick Tracy. Making a car-chase collar, Tracy notices a familiar face in the gathering crowd. Later, in a diner, Tracy places that familiar face as Climer, now working in intel with a need to speak with Tracy. Elsewhere Pat Patton is shot and left for dead on a street. The Summer Sisters rob a bank with tommy guns, killing an officer as they escape. Tracy finally has a "romantic interlude" with Tess, ended by a panicked call from Climer. Tracy arrives at Climer's lodgings just as an explosion goes off.
