Cyborg of the Teen Titans gets involved when the authorities learn that Stryker is the Vigilante's intended target. After a lengthy running battle, Vigilante gets the drop on Cyborg and shoots him through the shoulder. As he prepares to kill Stryker, however, he finds that he is unable to pull the trigger and instead coerces a lengthy confession out of the criminal. Returning to base, Adrian and J.J. talk about the situation and both agree that murder is not justice.
