Dark Horse Extra launched in August 1998 as an oversized, newspaper-format monthly fanzine — a deliberate throwback to the promotional comics newspapers of earlier decades — designed to serialize story installments alongside publisher news and upcoming-release coverage. Issue #15 arrived in September 1999 at the moment Dark Horse was actively preparing SpyBoy for its standalone launch; the series concept had originated with Dark Horse editors, who brought the premise to writer Peter David and tasked him with developing the cast, backstories, and series bible. Peter David later noted that the series ended before all of his planned ideas were realized, as Dark Horse ultimately chose not to continue it beyond its main run.
