Cookie gets into mischief when he sneaks fishing despite a "No Fishing" sign, leading to a confrontation with an old sheriff who initially mistakes him for a coward before realizing the boy's bravery. In a separate story, "Romeo Receives a Delegation," Cookie becomes the new student president and must deliver a campaign speech to the school, but a scheming candidate named Ravelli attempts to sabotage him by distributing fake promises to the student body, only to have his plot backfire when the ballots are counted and Cookie wins the election fairly.
