Joe line pivots: it delivers the in-continuity birth of the Cobra terrorist organization, an event that every preceding issue of every Skybound G.I. Joe miniseries had been building toward. The issue consummates the alliance between Cobra Commander and arms dealer Destro — sealed by a demonstration of Energon-powered Battle Android Troopers — and closes out a character-focused origin story that had blended mythology from the original Marvel Comics run, the Sunbow animated series, and the 1987 film all into a single, freshly imagined villain. Its final pages, in which the Commander dons his classic uniform (now bearing the Cobra logo and the cape and staff from the cartoon) and addresses his assembled followers, constitute the Energon Universe's official founding moment for Cobra, directly spawning the subsequent Destro, Scarlett, and G.I. Joe ongoing series. Because the unnamed suburban town where this gathering takes place was later confirmed by the ongoing series to be the Energon Universe's version of Springfield — Cobra's classic hidden base — the issue also quietly plants one of the franchise's most resonant pieces of lore into the new continuity.

The five-issue Cobra Commander miniseries was developed by Skybound Entertainment as the second of four G.I. Joe-focused launch titles for the Energon Universe — a shared continuity created in collaboration with Hasbro that also encompasses Transformers and Void Rivals, helmed overall by Robert Kirkman. Writer Joshua Williamson, who was simultaneously writing the companion Duke miniseries, brought in Roman-born artist Andrea Milana (Impact Winter: Rook) and colorist Annalisa Leoni (Oblivion Song) to give the book a distinctly murky, horror-inflected visual register that set it apart from the more action-thriller tone of Duke. Issue #5 was originally solicited for May 15, 2024, but shipped a week later on May 22; letterer Rus Wooton completed the core creative team. The entire run was collected in the trade paperback Cobra Commander Volume 1: Determined to Rule the World (July 2024) and later in the hardcover Codename: G.I. Joe Deluxe Edition Book One (June 2025), which bundled it with the Duke miniseries and the G.I. Joe story from the Energon Universe 2024 Special.
