The Cobra Commander miniseries was conceived as the second of four G.I. Joe limited series launching the G.I. Joe corner of the Energon Universe — the collaborative Hasbro/Skybound shared comics universe that Robert Kirkman began developing in 2021 after Skybound acquired the Transformers and G.I. Joe licenses from IDW Publishing. In a creative note that became the universe's very name, writer Joshua Williamson pitched integrating Energon into his Cobra Commander story, which prompted Kirkman to extend the substance across the whole line, giving the shared universe its 'Energon Universe' branding. Williamson wrote all five issues with art by Italian cartoonist Andrea Milana (who had debuted in the US market on Impact Winter: Rook) and colors by Annalisa Leoni (Oblivion Song), running the series concurrently with Williamson's own Duke miniseries — the two books together constituting the foundational G.I. Joe narrative spine that the subsequent G.I. Joe ongoing series was built upon.
