Cloak and Dagger #1 (October 1983) launched the duo's first self-titled series — a four-issue limited run that marked one of Marvel's earliest attempts to center a street-level superhero book on the interconnected crises of drug exploitation, teen homelessness, and urban vigilantism rather than costumed super-villainy. The issue was a notable departure from mainstream Marvel storytelling of the era: it starred a Black male and a white female protagonist whose symbiotic powers were literally born of addiction, and whose moral legitimacy was questioned from page one, giving the series a moral complexity rare for the format. The limited series proved commercially successful enough that Marvel greenlit an ongoing bi-monthly title in 1985 with the same creative team, and the characters have since been adapted into a two-season live-action television series on Freeform (2018–2019), demonstrating the durability of Mantlo's socially conscious framework. This issue also marks the first appearances of two supporting characters — Detective Brigid O'Reilly and Father Francis Xavier Delgado — who would anchor every subsequent chapter of the characters' publishing history.

Bill Mantlo, one of Marvel's most socially engaged writers of the Bronze Age, conceived the characters of Cloak and Dagger after a visit to Ellis Island, where the atmosphere of fear, longing, and displacement crystallized into two distinct but interdependent personalities. Artist Ed Hannigan co-created the characters' visual design alongside Mantlo for their debut in Peter Parker, the Spectacular Spider-Man #64 (March 1982), sketching Tyrone's billowing void-cloak and Tandy's dagger-shaped bodysuit décolletage; Hannigan is formally credited as co-creator on the 1983 limited series, and his preliminary sketches for the entire issue were later reprinted in Marvel Age and in the 2009 collection Ed Hannigan: Covered. For the limited series itself, penciling duties passed to the relatively new Rick Leonardi, whose stylized, expressionistic work — inked throughout by Terry Austin — gave the Hell's Kitchen setting a deliberately unglamorous, gritty visual register; editor Tom DeFalco and editor-in-chief Jim Shooter oversaw publication, and the book went on sale June 28, 1983, with an October 1983 cover date.
