Catwoman faces one of her most unsettling threats yet in this August 1998 issue, as the cover by Jim Balent depicts a monstrous, spider-like creature wearing Batman's cowl looming over a wide-eyed Selina Kyle in her purple suit, surrounded by eerie clouds of smoke and debris. The tagline "The Scarecrow's Final Terror!" hints at fear-fueled nightmares made viscerally real — and that horrifying bat-creature bearing down on Catwoman makes Scarecrow's handiwork easy to believe. Devin Kalile Grayson and Balent deliver a genuinely creepy visual that captures the third chapter of "Only Happy When It Rains" with unsettling flair.
