Casper the Friendly Ghost #19

This February 1994 Harvey Classics issue puts Casper front and center in a snow-swirling scene straight from the cover headline — "When Time Stood Still!" A purple-robed witch on a broomstick and a red-clad figure riding a golden winged horse soar through the wintry sky, while Casper cries out "No! You've frozen time!" against a backdrop featuring what appears to be a snow-covered Big Ben.
