Captain America: Sentinel of Liberty (Vol. 2) #8, cover-dated January 4, 2023, delivers the first appearance of M.O.D.O.C. — the Mental Organism Designed Only for Control — a deliberate, thematically loaded riff on the classic A.I.M. villain George Tarleton, here reprogrammed by the Outer Circle as a weapon of mass memory-erasure rather than mass destruction. History

The series was created by writers Jackson Lanzing and Collin Kelly with artist Carmen Carnero (colors by Nolan Woodard, letters by VC's Joe Caramagna), edited by Alanna Smith under executive editor Tom Brevoort. Sentinel of Liberty launched in June 2022 as one of two simultaneous Captain America ongoings — the other being Tochi Onyebuchi and R.B. Silva's Captain America: Symbol of Truth — with the two titles designed to run in parallel and eventually converge in the Cold War crossover. Lanzing and Kelly acknowledged in pre-launch interviews that their intent was to avoid retreading familiar Cap rogues (no Red Skull, no Crossbones) in favor of wholly new threats and a fresh conspiracy mythology rooted in the hidden history of Cap's shield itself. Issue #8 sits at the opening of the series' second arc, collected in the trade paperback Captain America: Sentinel of Liberty Vol. 2: The Invader (collecting issues #7–11 alongside the Captain America & The Winter Soldier Special).

The reformed Invaders make their debut as a named team in this issue: Steve Rogers formally gathers Peggy Carter (Dryad), Roger Aubrey (Destroyer), Nick Fury Jr., Sharon Carter, and the Redacted under the Invaders name to counter A.I.M.'s siege of Lower Manhattan.
Emma Frost (White Queen) and Lourdes Chantel (Black Queen) of the Hellfire Trading Company appear as supporting characters; Emma is recruited by Steve Rogers to conduct a psychic probe that reveals M.O.D.O.C. wiped a full week of memories from Cap's team.
The issue reveals M.O.D.O.C.'s method of attack: the villain erased the memories of Cap's assembled allies and scattered them across the country — buying A.I.M. enough time to place a barrier around Manhattan and seize the city within five days.
Aaron Fischer (Captain America of the Railways) plays a key supporting role, helping the scattered heroes regroup before Emma Frost's telepathic intervention.

The issue contains a hidden encrypted code on its final page that decrypts to a narrative teaser about Black Widow, consistent with the series-wide interactive puzzle mechanic introduced in issue #6.
Issue #8 serves as a direct lead-in to the Captain America: Cold War crossover event, a 2023 inter-title event connecting Sentinel of Liberty with Captain America: Symbol of Truth by Tochi Onyebuchi and R.B. Silva.
