The Waid/Samnee pairing was publicly announced at San Diego Comic-Con 2017, during the Secret Empire panel, with Marvel assistant editor Alanna Smith framing the assignment as a return to 'the Steve Rogers that we all know and love.' Waid was not a stranger to the character, having written Captain America previously from 1995 to 1999, and he and Samnee had already collaborated on critically acclaimed runs of Daredevil and Black Widow before reuniting for this higher-profile project. Waid described the run's tonal goal as wedding the 'grandeur of the Silver Age' with the modern Marvel Universe, deliberately setting the stories several months after Secret Empire's conclusion to allow forward momentum rather than extended recrimination. The issue was edited by Tom Brevoort with Alanna Smith as assistant editor, colored by Matthew Wilson, and lettered by VC's Joe Caramagna — largely the same support team Waid and Samnee had used on earlier collaborations.
