Mark Gruenwald, who had been writing Captain America since 1985 and was simultaneously serving as a senior Marvel editor, crafted 'Fighting Chance' as the capstone to what became a 100-plus-issue continuous run on the title. Issue #431 was part of the third trilogy within that twelve-chapter arc, scripted by Gruenwald with pencils by Dave Hoover — his regular artistic collaborator for this period — inked by Danny Bulanadi and colored by George Roussos, under the editorial oversight of Mike Rockwitz and group editor Ralph Macchio. The book went on sale July 6, 1994, carrying a September 1994 cover date, and was released in both a direct-edition and a newsstand variant.
