In "Warlords Part 2: Above the Law," Captain America intervenes to stop a terrorist attack on Washington DC, only to find himself at odds with Nick Fury over the ethical implications of remote assassination technology used to eliminate the threat. The clash forces Cap to confront the blurred lines between justice and surveillance in a world where power operates beyond accountability.
