The Blue Beetle investigates a criminal conspiracy involving crooked lawyer Leo Stuitz, who spreads false rumors to manipulate public opinion and create panic. After discovering Stuitz's scheme, the Blue Beetle pursues the criminals to an island hideout where gangsters have kidnapped the mayor's son, holding him captive in a secret lair accessed by motor boat. The villain "Boss" and his gang plan to disrupt the city's electrical supply as part of their criminal operation, but the Blue Beetle works to stop them and rescue the boy.
