The main story features the Blackhawk team confronting a mysterious criminal mastermind known as "Number One," a woman who emerges as their most formidable adversary. Number One attempts to prove her superior intellect and abilities by sabotaging a military installation, setting fires and explosions while accusing the Blackhawks of being responsible. The issue includes a secondary story, "Salty Waters," about a retired naval skipper who receives a collection of tropical fish as a farewell gift and experiences a fantastical encounter with mermaids at sea. The Blackhawks ultimately pursue Number One and fight through her sabotage scheme to stop her criminal plot.

Chop Chop stumbles into a scheme to help an elderly vendor named Hu Hee recover yak tails stolen by crooks at a fantan game, which leads him straight into the den of the unscrupulous Honest Wong and his associate Chu Gum. With pencils and inks by Bill Ward, this 1949 adventure pits Chop Chop against a curio shop full of hatchetmen in a race to recover the goods before the stakes get even worse.
