Batwing #19 marks the debut of Lucas 'Luke' Fox, the second character to carry the Batwing identity and the first African-American to hold the mantle in DC's New 52 continuity — a meaningful distinction given that his predecessor David Zavimbe had been the first Black Batwing but hailed from the Congo rather than the United States. Writing partners Justin Gray and Jimmy Palmiotti — best known at the time for their long-running All-Star Western — were brought in by DC editorial to replace Fabian Nicieza, who had steered the book through its previous arc. The new creative team brought artist Eduardo Pansica on board for interior pencils (with Júlio Ferreira on inks), while Fabrizio Fiorentino, who had drawn the preceding issues, provided the cover. Gray and Palmiotti have said in interviews that the assignment was specifically to introduce an entirely new Batwing unconnected to the first, and their approach was to build Luke Fox as a character native to Gotham with tighter ties to Batman's inner circle — a deliberate contrast to the internationally grounded David Zavimbe. DC's official blog ran a spoiler preview of the Luke Fox reveal the day after the issue shipped on April 3, 2013, confirming how deliberately the publisher marketed the handoff.
