Batman crouches low over Gotham's smoky, flame-lit rooftops on this December 1993 cover, his battered suit and raised fist conveying the tension of a city that never stops pushing back. Mike McMahon's cover art gives the Dark Knight a wonderfully angular, almost brutalist energy — cape spread wide against a burnt-orange sky — that suits the "Watchtower" story arc perfectly. Chuck Dixon and McMahon kick off part one of this Legends of the Dark Knight tale with a cover that feels genuinely atmospheric and grounded.
