Scarecrow is atop the Statue of Liberty waiting for the wind to shift to release his madness inducing gas. Kingpin shows up in his copter which Scarecrow blows up, with the Kingpin leaping on to the statue. Batman and Daredevil arrive by boat where Batman squares off against Kingpin and Daredevil versus Scarecrow. Daredevil being the man without fear is unaffected by Scarecrow's fear gas, eventually tying him up and halting the gas release. The Kingpin decides there is no reason for him to hang around with the Scarecrow vanquished, leaving Daredevil and Batman alone with the city safe.
