Part of DC's 2013 New 52 "Villains Month" event, this issue hands Gotham's most calculating crime boss center stage in his own spotlight special. Jason Fabok's cover captures the Penguin in full menacing swagger — top hat, monocle, fur-trimmed coat, a smoking cigarette holder in one hand and a pistol leveled directly at the reader in the other, with a chained figure slumped behind him against a snow-dusted Gotham skyline. With writer Frank Tieri and artist Christian Duce delivering the story "Bullies," this one promises a sharp, character-driven look at Oswald Cobblepot on his own terms.
