“World War 3 Part 2: Winning and Losing”

Part two of the "World War 3" arc arrives in this November 1997 installment, and Tom Raney and Richard Bennett pack the cover with an impressive clash of heroes and armored antagonists across a rocky, space-tinged battlefield. Front and center, a red-costumed hero with a golden headband braces for combat alongside a white-haired woman in red wielding a blade, while a winged figure lunges forward in the foreground and a massive green-skinned face looms at the lower left — with a silvery figure, a flame-wielding character, and multiple blue-armored enemies rounding out the sprawling scene. With James Robinson writing and Michael Ryan on interior art, Earth's Mightiest Heroes have rarely looked this outnumbered or this determined.
