Investigating an alleged murder at the Borinquen embassy, Steve Carson finds that the supposedly murdered butler is still alive. Upon returning to headquarters, Carson learns that a photographer, who's been seen outside, is actually a Borinquen agent and returns to the embassy to bust the ambassador.
