Lisa Morel suddenly gains powers equal to Aquaman's and tries to become his partner. She dons a costume similar to his and accompanies him on his undersea patrols. After a while her power wears off. It turns out she was one of numerous Atlanteans who were exiled as babies because their physiology couldn't adapt to ocean life. These exiles could adapt to sea life at one point in their lives but only temporary. This is what happened to Lisa.
