Prog 1350 is the debut appearance of Judge Logan, the character who would eventually rise to become Chief Judge of Mega-City One — one of the most consequential supporting figures in Judge Dredd's post-2000 continuity. The issue also marks the opening chapter of 'Strontium Dog: The Tax Dodge,' the story in which original creators John Wagner and Carlos Ezquerra reunited Johnny Alpha with his Viking partner Wulf Sternhammer, cementing the direction of the revived Strontium Dog strip that had relaunched in Prog 2000. As Rebellion's first Summer Assault flagship prog, it concentrated three simultaneous returning-franchise launches under one cover and signalled the publisher's confidence in the classic 2000 AD line-up during its early stewardship.

Editor Matt Smith positioned Prog 1350 as the anchor of Rebellion's 2003 Summer Assault, a deliberate editorial strategy of launching multiple new story arcs simultaneously to drive reader acquisition. The issue also carried the first cover price increase since Rebellion acquired the title with Prog 1200 in July 2000 — a gap of over three years, which Rebellion CEO Jason Kingsley acknowledged publicly at the time. The premium format of the prog, with a special cover by Henry Flint and an extra four interior pages, reflected the publisher's intent to make the issue a standalone event on newsstands.
