In the grimy streets of a forgotten neighborhood, Patrolman Dan Richards investigates the murder of a seemingly homeless man—only to discover the victim was Jason Krohl, a missing millionaire. As Richards digs deeper, he uncovers a secret network of criminals known as the Tramp Club, who use a hidden tunnel beneath the city to stage elaborate crimes. With the help of his dog Thor, Richards races to expose the scheme before the club can execute their next move.
