A brilliant scientist who turned to villainy, Arthur Light crafted advanced light-based technology to battle the Justice League of America, becoming one of their earliest recurring foes. A later mind-wipe by the League drastically dulled his intellect, though recovering those erased memories gradually restored his formidable genius.

During the Crisis on Infinite Earths, the Monitor directed a beam of stellar energy from the star Vega directly at Japanese astronomer Kimiyo Hoshi, transforming her into a conduit for that star's near-limitless light. She emerged as the new Doctor Light, able to absorb and manipulate light in all its forms.
