The issue was written by Scott Lobdell and penciled by Carlos Pacheco — the same creative pairing responsible for creating Cecilia Reyes — with inks by Art Thibert and lettering by Richard Starkings and Comicraft; the editorial team comprised assistant editor Jason Liebig, associate editor Mark Powers, and editor-in-chief Bob Harras. It was edited and produced in the direct aftermath of the Onslaught crossover, a context that gave Bastion real political leverage within the Marvel Universe, since mutants had been blamed for the apparent deaths of the Avengers and Fantastic Four.
