Storm, not Jean, pilots a space shuttle through the atmosphere and is possessed by the power of Phoenix. As Phoenix, she gradually takes over the world and rules with an iron hand. She creates something of a paradise on earth but woe to those who break or defy her rules. Some of her own people concoct a plan to bring her down and their most potent weapon, the body of the real Storm lying in a cocoon at the bottom of the ocean.
