Western Hearts was published under the Standard Magazines Inc. imprint, one of several interchangeable publishing banners operated by Ned Pines, whose interlocking companies—also known as Standard Comics, Better Publications, and Pines Publications—dominated the mid-tier newsstand from the late 1930s onward. The December 1949 launch date placed it squarely within the industry-wide gold rush triggered by the Young Romance template, and Pines's editors leaned on the then-fashionable strategy of pairing photo covers of B-Western film talent with interior romance stories that had no narrative connection to those stars. No specific editor or writer credits for the series have been surfaced by currently available online sources, and interior art was produced on a freelance basis, with Severin and Elder confirmed on at least the first issue's 'Romance Rides the Range' story.
