Tilly tells Tom about her time at the Pentagon with Mr. Black, the Inferno: Hellbound incident and how she stole plans from the Pentagon to build an interface to Hell called a GIMP. Tom uses the GIMP to go to Hell and find Phil Kendall, a brother of one of the criminals sent to Hell by the military, in order to get evidence against Mr. Black. Tom finds Phil on a train operated by the Conductor, who takes souls into the innermost circle of Hell from where they never return. Phil has no evidence against Mr. Black and Tom uses the Rapture to send Phil's soul out of Hell.
