The series was announced at New York Comic Con in October 2024 and was the first new ongoing added to the second wave of Marvel's relaunched Ultimate Universe line, which had launched in early 2024 with Ultimate Spider-Man, Ultimate Black Panther, Ultimate X-Men, and The Ultimates. Editor Wil Moss approached writer Chris Condon — best known for the crime series That Texas Blood — to craft the book, and Condon has described immediately knowing what he wanted to do with the character. Artist Alessandro Cappuccio, who had built his Marvel reputation on the critically praised Moon Knight run with Jed Mackay, was paired with Condon from the outset; both contributed a prelude story in the one-shot Ultimate Universe: One Year In (December 2024) before the ongoing debuted in January 2025. The costume design for this version of Wolverine became a minor point of public dispute in early 2025 when Rob Liefeld claimed credit for it, but Condon publicly stated the design was wholly original work by Cappuccio.
