Torchy Todd, a glamorous woman, is found by police with a stolen diamond and captures a pair of criminals single-handedly, earning an honorary membership in the police force and a reward. After celebrating at a police ceremony, Torchy and a fellow officer head to Fifth Avenue to spend the reward money on new clothes. The story then shifts to a submarine operation where criminals attempt to smuggle surrealist paintings outside a three-mile limit to evade art critics, but their submarine is spotted by the coast guard and they face capture. In the final sequence, Torchy becomes entangled in a chaotic street scene where police officers attempt to manage a situation involving a dummy and a monkey, with confusion and mishaps ensuing as she flees the scene.
