Tip Top Comics #22 is an anthology featuring multiple stories and features. "Frankie Doodle" by Bert Batstorm follows a young boy who finds a five-dollar bill and uses it to purchase various items around town, eventually deciding to sell newspapers to earn change for the bill. "Broncho Bill" by Harry O'Neill depicts a Western adventure in which Bill's herd of cattle is stolen and King, the rascal responsible, is pursued by sheriffs and Bill through a hidden canyon trap, resulting in King's capture and the recovery of the livestock. The issue also includes a "Dumps" feature showing comedic scenes, stamp collecting tips focused on Curaçao, and various stamp-trading advertisements and offers.
