The Walking Dead #27 marks the debut of the Governor — the series' first antagonist to reframe the comic's central thesis, proving that organized, tyrannical human society could be more terrifying than the undead. Issue #27 is the third chapter of Volume 5: The Best Defense, written by Robert Kirkman with art by Charlie Adlard and gray tones by Cliff Rathburn, lettered by Rus Wooton — the same creative quartet that had been producing the black-and-white series for Image Comics since Adlard took over interior duties at issue #7. Notably, Volume 5 is also the first arc in which Adlard provided not only the interior art but the cover artwork as well, deepening the visual cohesion of the Governor's introduction. The issue was published on April 15, 2006, roughly three years into the series' run, at a time when Kirkman was deliberately escalating the scale of threat to match the relative stability his characters had found inside the prison — a narrative pressure valve that the helicopter crash subplot was engineered to release.
