The book was produced at a particularly unsettled moment for the X-Men line: Chris Claremont had recently departed after his storied sixteen-year run, and Uncanny X-Men #281–286 were scripted by John Byrne from plots by Whilce Portacio, with Portacio handling pencils and Art Thibert on inks. Bishop himself was co-conceived by Portacio alongside writer Byrne and Portacio's friend, artist Karl Altstaetter, with the character's visual design drawing — by Portacio's own account — on cavalry iconography, the blue-and-yellow X-Men palette, and the persona of Filipino billiards star Efren 'Bata' Reyes; however, editor Bob Harras redirected the character's ethnic presentation to Black, specifically to give the X-Men's sizeable African American readership a hero they could identify with. The two-issue introduction sequence of #282 (cameo) and #283 (full appearance) was a deliberate publishing strategy that split Bishop's debut across consecutive months.
