The cover of this December 1999 issue poses a genuinely unsettling question in blood-red lettering: could Deathstroke — rendered here in full armored glory, staff raised and fists clenched — actually become the leader of the Titans? Nightwing, Starfire, and several other teammates are shown running alongside the mercenary, which makes that provocative question all the more intriguing.
