The Spirit investigates an opium smuggling operation centered around carrier pigeons being used to transport drugs through the Middle East. When Secret Inspector Cyril Clayton discovers pigeons landing in a market square with drug capsules attached to their legs, he devises a high-frequency whistle device to disrupt the birds' ability to serve as reliable drug couriers, successfully disrupting the trafficking network. The story also features a comedic subplot involving a small character in a red outfit causing chaos with various adults throughout the narrative.
