Katar Hol and his father are on Thanagar testing a new wing invention, when they come across giant hawks with masks stealing artifacts, surprising as Thanagar has no crime. Katar manages to steal a weapon mask from one of them, and devises a way to counteract its effects, using a hawk mask of his own invention. That allows them to capture the alien man-hawks. Thanagar decides to create a police force, and later sends Katar and his wife Shayera to Earth to study its police methods.
