Declan Shalvey's cover for this 2017 Marvel issue tells a grim underwater story without showing Frank Castle himself — a dark ocean scene beneath a silhouetted ship, where three sharks circle through blood-clouded water alongside submerged human figures on the seafloor. The split image of crimson sky above and shadowy depths below gives the whole thing an eerie, suffocating atmosphere that perfectly suits Becky Cloonan and Matt Horak's Punisher run.
