In "Wild Animals of North America, Number 4: Raccoons," the Phantom investigates a new threat from the Singh pirates, now led by a man named Rama who claims to have killed the hero and displays his belt and pistols as proof. Written by Bill Harris and illustrated by Bill Lignante, with inks by Lignante and lettering by Ben Oda, this 1964 Western Comics issue sees the Phantom infiltrate the pirate stronghold in disguise, turning their ranks against one another. The cover, by George Wilson, captures the tension of the moment, while the story unfolds with quiet menace and the signature stealth of the masked vigilante.

The current Phantom's father was betrayed and murdered by an informant while acting against the Singh pirates. The current Phantom learns that the pirates have turned mostly to smuggling, gambling, and extortion under the leadership of Rama, who claims to have killed the Phantom, and who displays his belt and pistols as proof. In disguise, the Phantom visits their island, turns the pirates against each other, and terrifies Rama, who sets off hidden explosives destroying himself, the pirate base, and most of his confederates.
