Sean Phillips's cover for this February 1999 Vertigo title says everything about the series' irreverent energy: a wild-haired young woman in a leather jacket and an "I ♥ NY" shirt perches atop the Empire State Building's spire, clutching a rifle and brandishing a Union Jack–marked red jet plane against a blazing orange sunburst background. Peter Milligan's script continues "The Monkey Quartet" with part two, "The World Service," suggesting the story is spinning its Anglo-American collision in some delightfully unpredictable direction. If you've been following this Vertigo series, this issue's cover alone makes a compelling case to keep going.
