Jim Aparo's cover arranges these story threads beautifully, from a dramatic energy-powered action scene on the left to a group of assembled Legionnaires welcoming him on the right and a frightened young woman in the lower corner. It's a wonderfully organized spotlight issue that gives one of the Legion's most compelling members the full-issue treatment he deserves.
