Oliver is presumed dead, has lost his money and his home, and has been abandoned and betrayed by those close to him. Now Green Arrow breaks into Queen Industries to get to the bottom of things, and is confronted by The Burned, Broderick, and Shado, all of whom he learns are working for the Ninth Circle. Meanwhile Diggle and Black Canary pursue separate leads to track the Ninth Circle, unaware that Emi has apparently joined the organization.
