In the aftermath of a devastating terror attack on New York, Frank—racked by guilt over his failure to prevent it—resigns from his post, only to be drawn back into action by the enigmatic Vandergylt. When a violent riot erupts at River Run Penitentiary, Frank sees an opportunity: he recruits the four survivors of the chaos—Silver, Noone, Berg, and Nacamulli—for a dangerous new mission. Written and illustrated by Howard Chaykin, with colors by Jesus Aburtov and letters by Ken Bruzenak, this issue blends political tension with high-stakes intrigue, all anchored by Chaykin’s distinctive cover art.
