The issue was written and penciled by Dan Jurgens, who had been one of the central architects of the post-Death-of-Superman Superman line, with inks by Joe Rubinstein. It was published in July 1994 as triangle number 1994/26, the sequential reading-order marker DC's editorial team placed on every Superman-family issue of that era to guide readers across four concurrent ongoing titles. The 'Fall of Metropolis' arc itself was a collaborative effort spread across Action Comics, Adventures of Superman, Superman: The Man of Steel, and Superman (Vol. 2), with writers Roger Stern, Karl Kesel, Louise Simonson, and Jurgens each handling different chapters; Superman #91's chapter continued directly from Superman: The Man of Steel #35 and fed into Adventures of Superman #514.
