In the eerie glow of Halloween night, the Phantom Stranger arrives in Rutland, Vermont, to confront a tide of demons unleashed by the sorcerer Felix Faust during the annual parade. As the League of heroes rallies to hold back the supernatural onslaught, an unexpected bond forms—only for the Stranger to disappear before the team can formally welcome him as a member.

In "Dry Up...And Die!", Dr. Emerson faces an alien threat that threatens to drain all water from Earth, forcing him to reach out to Green Lantern—only to find the hero beyond his mental control. Desperate, he creates a duplicate of his former villainous alter-ego, Dr. Polaris, but quickly loses command over this new force, leaving Green Lantern caught between two escalating crises.
