Vermin, a man mutated into rat-like form by an enhanced pesticide, seeks revenge on New York for killing rats. Ordering his Super-Rats to capture children, Vermin imprisons them in the sewers so that, if the humans try to use pesticides again, the children will die. Nightmare plots to use Cloak to kill Dr. Strange. Cloak and Dagger defeat Vermin.
